My 5-Step Plan to Save LA’s Dogs
A Compassion-First Plan to End the Cruelty on Our Streets and in Our Shelters
The defining characteristic of God…is His unconditional love for mankind. The very same thing is the defining characteristic of dogs…unconditional love for us. It’s no wonder that “DOG” is just GOD, backwards. These heavenly animals are so faithful to us. They don’t judge us. They don’t care if we live in a mansion or on the streets — they stick by our side, they put their full faith and trust in us.
And right now, a lot of bad people are betraying their faith and abusing these poor animals in the streets of Skid Row, and in Karen Bass’ LA City shelters. While she calls them “no kill” shelters, they are murdering thousands of dogs here, and they just lie. On Skid Row, addicts are torturing dogs to death, stuffing them in trash bags and lighting them on fire, testing their drugs on them ‘til they overdose and die. They breed puppies to sell them for drugs. Everywhere you look, you see animals covered in open sores, riddled with flies, being beaten, starved…the abuse and neglect is so horrific, it’s overwhelming, and it must stop.
I went with Joey Tuccio and Rebecca Corry as they brought food to some of these neglected dogs on Skid Row. The next day, this sweet little angel was run over by a car. It breaks my heart to see this horror on our streets.
Here’s what I will do as Mayor to save these poor animals.
The 5-Step Plan

Step 1
End the Abuse
We are cleaning out Skid Row. I will stand up a task force within LAPD: Tactical PAWS — Protecting Animal Welfare and Safety. Anyone caught abusing animals is going to prison. I will have ZERO tolerance for animal abuse in my city.

Step 2
Spay and Neuter
By enforcing spay & neuter laws, we can lower shelter intake and euthanasia numbers in our shelters. We cannot rescue our way out of this animal crisis, but low-cost spay and neuter, education, and basic law enforcement has been ignored for years by Karen Bass and Nithya Raman.
An ounce of prevention is worth a pound of cure. We will target the highest-volume and most underserved areas first. We will also shut down backyard breeders and prosecute anyone selling dogs without city licensing.

Step 3
Support Our Heroes
The animals suffering in the shelter system would have nothing without volunteers. Superheroes like Joey Tuccio and Rebecca Corry have been fighting to save dogs on our streets and in Karen Bass’ shelters for years. They have been doing God’s work, along with countless volunteers who have been silenced, harassed, and bullied for decades — and it’s time they are heard and respected.
While Karen Bass pays cronies to lie and pretend that this crisis isn’t happening, these volunteers are on the front lines, and they deserve to be heard, not threatened for telling the truth. When I’m Mayor, our city shelters will welcome these heroes with open arms, and we will work with them to provide dignified and safe conditions for these poor animals.

Step 4
Fix the Shelters
Currently, these dogs are being fed one meal a day, have to lie in their own feces, rotting away in wire cages with no time for exercise and play — it’s worse than a prison. These aren’t murderers, they’re dogs. They’re innocent animals, and they live worse than serial killers on Death Row.
We will completely overhaul the city shelter system. We will hire a director of LAAS who puts animals first, and maintain a budget for proper food and medical care.

Step 5
Find Them Homes
Some cities have led pilot programs of mutual rehabilitation, where criminals are given the chance to care for dogs who have been neglected and rescued from abuse. We also have a massive population of addicts who will soon be entering mandatory recovery.
In these programs, the dogs get a caring human whose entire day revolves around loving, training, and caring for them. And those criminals find a sense of renewed purpose in caring for their animals. That unconditional love that God imbued in all of us elevates our behavior beyond what any institution of man ever could. Dogs see the best in us, and they help us see the best in ourselves.
Dogs are not property. They’re not disposable. They are truly a gift from God. We must cherish that gift, and share it freely. If we work together, we can not only lift these heavenly creatures out of their misery in this city, but we can lift ourselves, too.
The City of Angels is a city of dogs.
